  • Copy of your PCS Orders -or- Web Orders.

  • For service members other than Marines, additional documents must be provided:
         Leave & Earnings Statement (LES)
         Dependency Data Form

  •  Completed/Signed Housing Application (Please complete all highlighted fields and use EDIPI in lieu of SSN.)

If you are intending on sending Personal Identifiable Information (PII) please email the  chpt.fac.housing.omb@usmc.mil and someone from the Military Housing Office will contact you to provide an email address where you can send your documents encrypted.

You may submit all forms via email or submit in person at the Military Housing Office, Building 496 Madison Drive.

Service member's spouse may apply on behalf of the service member, with a Special Power-of-Attorney (SPOA).  You may use either a SPOA by notary public or SPOA by legal Officer.   SPOA Notary Public or  PPV SPOA legal Officer

ADVANCE APPLICATION.  Advance Applications are placed on the inbound wait list until 30 days prior to your Estimated Departure Date (EDD) as dated on your orders.

Application Addendum Checklist: 

Air Station Order 11101.18d is the order governing Military Housing on board MCAS Cherry Point, you may review it directly from the Cherry Point website.  We recommend you familiarize yourself and family with it. The lease term, as determined by the PPV Partner, is the minimum occupancy requirement. When you move out you are required to give a minimum of a 30 day notice.  Moving into Military Housing is not a valid reason to break a local civilian lease.  Please initial all blocks on this page and sign and date.

Plain Language Brief Acknowledgment. The Plain Language Brief (PLB) provides an overview of all rights and responsibilities associated with tenancy of the housing unit. You will receive the PLB upon referral to privatized housing and be provided an overview of the document at your scheduled move in. You may also review it directly from the Cherry Point website.

Privacy Act Release.  We do share your personal information with Atlantic Marine Corps Communities, therefore we require you to sign a release.  Please print, sign and date this form.

Registered Sex Offender Disclosure.  We are required to know if anybody you intend to live in your home has ever been convicted of a sexual offense.  Please answer these three questions to the best of your knowledge and print, sign and date this form as well.  Please be aware, we run the names of any household member fourteen years and over through the National Registry.

Pet Registration Addendum.  MCAS Cherry Point is very proactive in your safety and based on the aforementioned ASO 11101.18D, we require all pets coming into housing be microchipped and current on rabies vaccination. If you do not own a pet, this document is still required to be completed. Please answer, print, sign and date this form.

 

PETS

If you have pets (limit of two domestic animals) you are required to provide Vaccination and Microchip Certificates for each pet to your community center.

Supporting documentation required within ten days of occupancy: 

  1. Proof of Registration from the MCAS Veterinary Clinic
  2. Proof of Vaccination
  3. Proof of Functioning Microchip Identification Device

In order to preserve morale, welfare, and good order and discipline, registered sex offenders will be denied residence in housing aboard this installation.

It is your responsibility to keep your application current.  If you cannot be reached, your application will be canceled. Please notify Military Housing if there are any changes in the information provided on your application

FREQUENTLY ASKED QUESTIONS

I. GENERAL QUESTIONS

Q: IF I SEND AN ADVANCE APPLICATION, AM I AUTOMATICALLY ON THE WAITING LIST?
A: No, once your application and all required documentation is received, we can refer your packet to our PPV 30 days prior to your EDD.  Up until this point your application is kept “inactive”.

Q: WHERE MAY I READ HOUSING RULES AND REGULATIONS?
A: You may go to www.atlanticmcc.com, click on “Current Resident” for Cherry Point, choose “Resident Resources” and click on “Forms and Downloads”.

Q: WHERE MAY I FIND INFORMATION ON RENTERS INSURANCE?
A: You may read the Tenant Guide to Renters Insurance. It provides information on coverage and costs.

Q: WHO DO I CONTACT TO REQUEST THAT A MILITARY HOUSING OFFICE REPRENSATIVE BE PRESENT AT MY UPCOMING HOUSING INSPECTION?

II. PUBLIC PRIVATE VENTURE QUESTIONS

Q: WHY PPV IN THE FIRST PLACE?
A: The shrinking housing budget, coupled with aging units and maintenance backlog, made it difficult for the Navy/Marine Corps to provide quality housing to service members.  The public private partnership makes it possible for the Navy/Marine Corps to renovate and construct military housing quickly and economically.

Q: WHO IS GOING TO OVERSEE THE PARTNER?
A: Oversight of the partner will occur on several levels, including Headquarters, Marine Corps, Naval Facilities Engineering Command, and daily interaction with MCAS Cherry Point Military Housing Office staff.

Q: WHAT RECOURSE WILL MILITARY OCCUPYING PPV HOUSING HAVE IF THE PROPERTY MANAGER DOES NOT RESPOND TO SERVICE NEEDS?
A: Personnel at the Military Housing Office will continue to be available to occupants of PPV housing.  Annual resident surveys will be conducted with results submitted to the Base.

Q: WHO WILL ENFORCE THE RULES UNDER PPV?
A: Both PPV Partners and Government Staff will enforce all rules and regulations.

 
III. LEASE QUESTIONS

Q: WHY DO I HAVE TO SIGN A LEASE?
A: The PPV is private housing and a lease is required as is the case when renting in the private sector.  Every resident will sign a lease.

Q: MY SPOUSE IS CURRENTLY DEPLOYED.  WHAT KIND OF POWER OF ATTORNEY DO I NEED TO SIGN THE LEASE?

Q: IS IT NECESSARY TO RENEW A LEASE AFTER THE INITIAL LEASE TERM IS MET?
A: If written notice to vacate is not given at the end of the original lease, it becomes automatically renewed on a month-to-month basis.

 
IV. BAH / PAYROLL / DEPOSIT QUESTIONS

Q: WHO WILL RESOLVE PAY ISSUES?
A: The Military Housing Office, along with the service member's command, will assume responsibility to resolve pay account problems.  Immediately notify the Military Housing Office if you have a pay problem related to your Basic Allowance for Housing (BAH).

Q: WILL I BE PAYING A DIFFERENT AMOUNT FOR THE SAME SIZE HOUSE THAN A NEIGHBOR WHO IS A DIFFERENT PAY GRADE/RATE?
A: Yes.  Rental charges are based upon the service member’s BAH, regardless of the size or style of home.

Q: IF BOTH SPOUSES ARE SERVICE MEMBERS, DO THEY BOTH "FORFEIT" THEIR BAH IN PPV HOUSING?
A: No, PPV takes the higher of the two service member's BAH with dependent rate. 

Q: WHAT WILL BE MY RESPONSIBILITY IN PAYING THE RENT?
A: Presently, BAH is forfeited when assigned to housing units.  Increases to BAH are automatic for Marines.  Service members of the other branches of the armed forces must inform the privatized partner of an increase of BAH due to regular pay raise or promotion.  The lease is written to automatically adjust for increases in BAH without issuance of a new lease.

Q: WILL THERE BE INCREASES IN THE RENT?
A: Rent will be based upon the BAH rate.  As the BAH rate adjusts, the rent will also adjust.  Adjustments in BAH rates usually occur once a year in January.

 
V. ASSIGNMENT / REFERRAL / VACATING QUESTIONS

Q: IF WE GET IMMEDIATE ORDERS, CAN WE MOVE OUT WITHOUT 30 DAYS NOTICE?
A: Yes.  The standard military clause permits early exit without penalty.  Please see your Community Manager immediately upon notification of short-notice PCS orders.

Q: IF I AM IN A LEASE, CAN I APPLY FOR HOUSING?
A: Yes.  You may apply for housing and then request your application be placed inactive for the period of the lease.

Q: WHAT IS THE INACTIVE WAITING LIST?
A: If you will not be able to accept quarters for a certain period of time, you may want to place your application inactive.  This means your name will be removed from the active waiting list and held in a separate file until the end of the period you specified.  This will not change your control date.

Q: WHAT IS THE RANK STRUCTURE OF PPV UNITS?
A: Areas are designated for Enlisted (E1-E5), Staff NCOs (E6-E9), and Officers.

 
VI. MOVING QUESTIONS


Q: CAN I MOVE TO A LARGER HOME IF MY FAMILY INCREASES IN SIZE?
A: Residents that currently occupy housing must meet criteria to relocate to larger housing units.  Children that are the same sex may share a room until the oldest is 10 years of age.  Children of opposite sex may share a room until the oldest is 6 years of age.  If you are eligible for relocation, this relocation would be at your own expense.

Q: CAN I MOVE TO A NEW HOME FROM MY OLD HOME?
A: If you are adequately housed based upon your rank and family size, generally you will not be authorized to relocate into a new home until affected by the construction process.  Please speak to your Community Manager if you would like to discuss relocation concerns.

 

VII. FACILITY / AMENITIES / PET QUESTIONS

Q: CAN WE HAVE PETS IN THE HOME?
A: Yes.  Standard base provisions for pet ownership apply per  ASO 10570.1P

Q: WHAT ARE THE PROHIBITED BREEDS?
A: You may not own any partial or full breed Pit Bull, Rotweiller, Bull Terrier, Staffordshire Terrier or Hybrid Wolf dogs.  If you have any question whether your dog would be considered a prohibited breed we highly recommend you contact the base Pet Warden who has more than 15 years breed determination experience for assistance.

Q: DO MY PETS HAVE TO BE MICROCHIPPED BEFORE I APPLY?
A:  No, but your pets must be registered with the base vet, microchipped and current on vaccinations within 10 days of occupying military housing. 

Q: ARE THERE SPECIAL CONSTRUCTION REQUIREMENTS FOR FAMILY MEMBERS WITH PHYSICAL DISABILITIES?
A: The PPV partner complies with the Americans with Disabilities Act (ADA).  A percentage of the new/replacement units will be Handicap Accessible.  Please advise the Military Housing Office if you require any accommodations in accordance with the ADA. 

Q: CAN WE HAVE DAYCARE IN THE HOME?
A: Yes.  Standard base provisions for in-home daycare apply.

 

VIII. REHAB & MAINTENANCE QUESTIONS

Q: WHO WOULD BE CALLED FOR HOUSING MAINTENANCE UNDER PPV?
A: The property manager of PPV housing will be responding to service calls.  AMCC residents Call Toll Free 1-877-509-2424.

Q: IF MAINTENANCE ISN'T SATISFACTORY, WHOM DO WE TELL TO ADDRESS THE ISSUE?
A: To report issues please follow the dispute resolution process (link to PDF) by first notifying the PPV Community Manager. If the issue is not resolved to your satisfaction you would then contact the PPV Property Manager. If the issue remains unresolved you would contact the Military Housing Office to mediate if required.

Q: WHO WOULD BE CALLED FOR PPV RENOVATION ISSUES?
A: The Community Manager of your PPV neighborhood will be the point of contact for issues regarding renovation by housing area.

RESIDENTIAL ENERGY CONSERVATION PROGRAM

NOTE: The Residential Energy Conservation Program is on a temporary hiatus until further notice.

While the program is at a temporary halt, residents will still receive a “mock” utility bill that provides their energy consumption to increase awareness of electric usage.

The Department of the Navy (DON) is aggressively pursuing conservation initiatives that will reduce the dependence on foreign oil and other fossil fuels.  One of these initiatives attempts to achieve reductions in the amount of utilities consumed in our Navy/Marine Corps Public Private Venture (PPV) housing projects.  These projects are of particular interest because the service members residing in them typically consume significantly more utilities than their Marine/Navy and civilian counterparts residing in the local market.  The prevailing opinion is that the main reason for this disparity is that residents of PPV housing have paid a flat rate for their utilities (which are included in their Basic Allowance for Housing (BAH)), regardless of the amount they consume.  This flat rate system provides no financial incentive to conserve.

To address this problem and promote conservation, the Resident Energy Conservation Program (RECP) is being adopted.  The program transfers some responsibility for utilities costs from the PPV partnership to the residents consuming the utilities.  It accomplishes this objective by charging the residents for usage above the levels deemed to be normal for their geographic location and housing type and by rewarding residents for conserving utilities by issuing rebates to them when their utilities consumption is below certain target levels.  Since the resident's BAH is intended to cover rent and "normal" utilities, the resident is only obligated to make out-of-pocket payments when actual usage exceeds the amount determined to be the "norm."

Public Private Venture (PPV) is a partnership between the Department of the Navy and a private company in which the private company will build, revitalize, repair and manage our housing units. Under this arrangement, the Department of the Navy is an active member of the business partnership that owns and operates the housing complex.

military Housing announces Congressionally-mandated 3rd Party Inspections on PPV Housing

The Marine Corps is conducting inspections of all its Public Private Venture (PPV) Military Housing across its U.S. installations to ensure that Marines, Sailors, and their families have safe, quality housing. The Marine Corps hired Jacobs Engineering and HDR Engineering Joint Venture (J/HDR JV) to conduct these inspections to ensure an objective assessment of its housing is made. These inspections or “third-party inspections’ are mandated by the National Defense Authorization Act (NDAA) for Fiscal Year 2020, SEC. 3051. From 18 January to 30 September 2022 3rd party certified home inspectors will be assessing all AMCC homes. When your home is scheduled for inspection you will receive a 3 week and 1 week email notification with the date and time. Attached is a Q&A for reference.
