All Unit Commanders will ensure that complaints alleging misconduct in violation of MCO 5354.1E w/ Admin Change are properly received, promptly investigated in a fair impartial manner, and appropriately resolved without fear of reprisal or retaliation.
Unit Commanders will publish a policy statement on Prohibited Activities and Conduct Prevention and Response to support their Equal Opportunity Program. This statement should include complaint procedures and identify the possible consequences of engaging in misconduct that is in violation of this mandate. The policy statement should be prominently posted on all unit bulletin boards and discussed by Commanders during leadership training.
Unit Commanders shall conduct a Defense Organizational Climate Survey (DEOCS) 90 days prior to a change of command, and annually thereafter. The DEOCS measures organizational effectiveness, cohesion, as well as morale and welfare of Marines. Unit Equal Opportunity Representatives or the Station Equal Opportunity Advisor will provide assistance and guidance in ensuring these surveys are conducted in order to develop a well-informed Corrective Action Plan (CAP).
