I. General Questions
Q: IF I SEND AN ADVANCE APPLICATION, AM I AUTOMATICALLY ON THE WAITING LIST?
A: NO. Once all of your documentation (complete application package to include pet information if applicable) is received, we can refer your packet to our PPV 30 days prior to your EDD. Up until this point your application is kept “inactive”.
Q: WHERE MAY I READ HOUSING RULES AND REGULATIONS?
A: You may go to www.atlanticmcc.com, click on “Current Resident” for Cherry Point, choose “Resident Resources” and click on “Forms and Downloads”.
Q: WHERE MAY I FIND INFORMATION ON RENTERS INSURANCE?
A: You may read the Tenant Guide to Renters Insurance. It provides information on coverage and costs.
II. Public Private Venture Questions
Q: WHY PPV IN THE FIRST PLACE?
A: The shrinking housing budget, coupled with aging units and maintenance backlog, made it difficult for the Navy/Marine Corps to provide quality housing to service members. The public private partnership makes it possible for the Navy/Marine Corps to renovate and construct military housing quickly and economically.
Q: WHO IS GOING TO OVERSEE THE PARTNER?
A: Oversight of the partner will occur on several levels, including Headquarters, Marine Corps, Naval Facilities Engineering Command, and daily interaction with MCAS Cherry Point Military Housing Office staff.
Q: WHAT RECOURSE WILL MILITARY OCCUPYING PPV HOUSING HAVE IF THE PROPERTY MANAGER DOES NOT RESPOND TO SERVICE NEEDS?
A: Personnel at the Military Housing Office will continue to be available to occupants of PPV housing. Annual resident surveys will be conducted with results submitted to the Base.
Q: WHO WILL ENFORCE THE RULES UNDER PPV?
A: Both PPV Partners and Government Staff will enforce all rules and regulations.
III. Lease Questions
Q: WHY DO I HAVE TO SIGN A LEASE?
A: The PPV is private housing and a lease is required as is the case when renting in the private sector. Every resident will sign a 6-month lease.
Q: MY SPOUSE IS CURRENTLY DEPLOYED. WHAT KIND OF POWER OF ATTORNEY DO I NEED TO SIGN THE LEASE?

Q: IS IT NECESSARY TO RENEW A LEASE AFTER THE INITIAL 6-MONTH LEASE?
A: If written notice to vacate is not given at the end of the original 6-month lease, it becomes automatically renewed on a month-to-month basis.
IV. BAH / Payroll / Deposit Questions
Q: WHO WILL RESOLVE PAY ISSUES?
A: The Military Housing Office, along with the service member's command, will assume responsibility to resolve pay account problems. Immediately notify the Military Housing Office if you have a pay problem related to your Basic Allowance for Housing (BAH).
Q: WILL I BE PAYING A DIFFERENT AMOUNT FOR THE SAME SIZE HOUSE THAN A NEIGHBOR WHO IS A DIFFERENT PAY GRADE/RATE?
A: Yes. Rental charges are based upon the service member’s BAH, regardless of the size or style of home.
Q: IF BOTH SPOUSES ARE SERVICE MEMBERS, DO THEY BOTH "FORFEIT" THEIR BAH IN PPV HOUSING?
A: No, PPV takes the higher of the two service member's BAH with dependent rate.
Q: WHAT WILL BE MY RESPONSIBILITY IN PAYING THE RENT?
A: Presently, BAH is forfeited when assigned to housing units. Increases to BAH are automatic for Marines. Service members of the other branches of the armed forces must inform the privatized partner of an increase of BAH due to regular pay raise or promotion. The lease is written to automatically adjust for increases in BAH without issuance of a new lease.
Q: WILL THERE BE INCREASES IN THE RENT?
A: Rent will be based upon the BAH rate. As the BAH rate adjusts, the rent will also adjust. Adjustments in BAH rates usually occur once a year in January.
V. Assignment / Referral / Vacating Questions
Q: IF WE GET IMMEDIATE ORDERS, CAN WE MOVE OUT WITHOUT 30 DAYS NOTICE?
A: Yes. The standard military clause permits early exit without penalty. Please see your Community Manager immediately upon notification of short-notice PCS orders.
Q: IF I AM IN A LEASE, CAN I APPLY FOR HOUSING?
A: Yes. You may apply for housing and then request your application be placed inactive for the period of the lease.
Q: WHAT IS THE INACTIVE WAITING LIST?
A: If you will not be able to accept quarters for a certain period of time, you may want to place your application inactive. This means your name will be removed from the active waiting list and held in a separate file until the end of the period you specified. This will not change your control date.
Q: WHAT IS THE RANK STRUCTURE OF PPV UNITS?
A: Areas are designated for Enlisted (E1-E5), Staff NCOs (E6-E9), and Officers.
VI. Moving Questions
Q: CAN I MOVE TO A LARGER HOME IF MY FAMILY INCREASES IN SIZE?
A: Residents that currently occupy housing must meet criteria to relocate to larger housing units. Children that are the same sex may share a room until the oldest is 10 years of age. Children of opposite sex may share a room until the oldest is 6 years of age. If you are eligible for relocation, this relocation would be at your own expense.
Q: CAN I MOVE TO A NEW HOME FROM MY OLD HOME?
A: If you are adequately housed based upon your rank and family size, generally you will not be authorized to relocate into a new home until affected by the construction process. Please speak to your Community Manager if you would like to discuss relocation concerns.
VII. Facility / Amenities / Pet Questions
Q: CAN WE HAVE PETS IN THE HOME?
A: Yes. Standard base provisions for pet ownership apply per ASO 10570.1P
Q: WHAT ARE THE PROHIBITED BREEDS?
A: You may not own any partial or full breed Pit Bull, Rotweiller, Bull Terrier, Staffordshire Terrier or Hybrid Wolf dogs. If you have any question wether your dog is partial breed or not we highly recommend you contact the base Pet Warden who has more than 15 years breed determination experience for assistance.
Q: DO MY PETS HAVE TO BE MICROCHIPPED BEFORE I APPLY?
A: Yes. Your Pets must be microchipped and current on Rabies at time of referral. Your application will be held INACTIVE until proper documentation is provided.
Q: ARE THERE SPECIAL CONSTRUCTION REQUIREMENTS FOR FAMILY MEMBERS WITH PHYSICAL DISABILITIES?
A: The PPV partner complies with the Americans with Disabilities Act (ADA). A percentage of the new/replacement units will be Handicap Accessible. Please advise the Military Housing Office if you require any accommodations in accordance with the ADA.
Q: CAN WE HAVE DAYCARE IN THE HOME?
A: Yes. Standard base provisions for in-home daycare apply.
VIII. Rehab & Maintenance Questions
Q: WHO WOULD BE CALLED FOR HOUSING MAINTENANCE UNDER PPV?
A: The property manager of PPV housing will be responding to service calls. AMCC residents Call Toll Free 1-877-509-2424.
Q: IF MAINTENANCE ISN'T SATISFACTORY, WHOM DO WE TELL TO ADDRESS THE ISSUE?
A: Please notify both the PPV Area Housing Office and the Military Housing Office. The Military Housing Office will mediate if required.
Q: WHO WOULD BE CALLED FOR PPV RENOVATION ISSUES?
A: The Community Manager of your PPV neighborhood will be the point of contact for issues regarding renovation by housing area.
